# upsert_rate_modifier_settings

Create or update the per-Building rate modifier caps for a building (`buildingId`). Caps are `maxTotalDelta`
(sum of enabled rule deltas), `minPerRuleDelta`, and `maxPerRuleDelta`. Pass `null` for any cap to clear it.
