List tax codes (a.k.a. VAT codes) configured for a workspace. Each tax code has a short code, display name, rate
(percentage), withheld rate, and an inUse flag indicating whether it is referenced by any building, unit, optional
service, or booking service. Use this to discover tax code IDs before calling update_tax_codes.
