Create one or more parent-child relationships between product groups in a single all-or-nothing transaction. The parent
and child of each relationship must be in the same workspace and of the same type. The hierarchy is single-level only: a
parent cannot itself be a child, and a child cannot already have a parent or itself be a parent. If any relationship in
the batch is invalid, none are created. Returns the IDs of the created relationship rows in input order.
