Get a catalog cancelation policy by ID. Returns the policy name, cancelation fee percentage (0-100, not currently
used: no charge or refund is calculated from it), and cool-off configuration
({ length, lengthUnit: HOURS|DAYS, type: BOOKING_CREATION|BOOKING_CONFIRMATION }) when set.
