list_rate_modifiers

List catalog rate modifier rules with cursor pagination (max 25 per page). Optionally filter by buildingId, workspaceId, attribute (FLOOR/ZONE/ORIENTATION), operator, enabled, or nameContains, and sort by name/delta/createdAt/updatedAt (ASC/DESC).
